Mr. Ng Eng Ho

Mr Ng Eng Ho presides as Chairman of ZWEEC. He has been the Executive Director of Audelia Pte Ltd, which he founded since November 2007. He has served in top management positions in several large corporations including ST Technologies Telemedia Pte Ltd., a subsidiary of Temasek Holdings, as Executive Vice President (Operations), and ST Telemedia’s Indonesian subsidiary, PT Indosat Tbk, as the Deputy President Director. Mr Ng was Managing Director of Keppel Telecommunications & Transportation Ltd after serving in various positions at Keppel T&T and its subsidiaries. Prior to joining Keppel T&T, Mr Ng was a career officer in the Singapore Armed Forces. He has served as a Director of Alvarion Ltd and as an Independent Director of Mencast Holdings Ltd. Mr Ng received his Bachelor of Science (Telecomm System Engineering) Degree (Honours) from the Royal Military College of Science, UK.

Mr. Liaw Kok Eng

Mr Liaw Kok Eng is the appointed Deputy Chairman of ZWEEC, leading its strategic partnerships and collaborations and driving its direction and growth. He has successfully brought A*STAR’s video analytics technology from prototype to deployable commercial solution, notably in Singapore, China & Taiwan. The technology won the International Water Association Award together with PUB-Singapore and A*STAR in 2012. In 2015, under his charge, ZWEEC swept double honors in winning the Emerging Enterprise Award and Best Innovation Award. ZWEEC was also the recipient of the Promising SME 500 Award. A seasoned entrepreneur, Mr Liaw has managed new technology ventures and has held several senior management appointments in operations and commercialization for over 15 years. He is an elected member of Singapore Institute of Aerospace Engineers and holds a Bachelor of Engineering Science from University of Technology, Sydney.

Mr. Foo Say Tun

Mr Foo Say Tun is CEO at ZWEEC. He has been the Independent Chairman/Director of various listed companies including Jubilee Industries Holdings Ltd., MoneyMax Financial Services Ltd, Sino Techfibre Ltd., Qingmei Group Holdings Limited and Fu Yu Corporation Limited. He was a member of the Disciplinary Committee under the Legal Profession Act and has been an instructor with the Board of Legal Education. He was appointed as Chairman of the Remuneration Committee and a member of Audit and Nominating Committees. Mr Foo was a partner of Messrs Wee, Tay & Lim, where he practiced primarily in civil and commercial litigation. He had previously practiced litigation with David Lim & Partners LLP, and Messrs Lim Seong Chun & Co. Mr Foo graduated from the University of East Anglia in England with an LLB (Honours) degree. He was admitted to the Bar of England & Wales as a Barrister-at-law, gained admission as an Advocate & Solicitor of the High Court of Malaya and admitted to the Singapore bar in 1995.

As Independent Director at ZWEEC, Mr Chang Yew Kong is also the current Chairman of SIT IAC (ICT), Chairman Management Committee of Wizvision, and serves on the Boards of Centre for Quantum Technologies (NUS), ST Electronics (eServices), ST Electronics (Data Centre Solutions) and ST Electronics (InfoSecurity).He is currently a Mentor/Advisor to some ten SMEs in sectors of Healthcare/Medtech, Education, Fintech, Intelligent Data Middleware, Analytics and Gaming.Mr Chang was appointed President of ST Electronics Limited Software Systems Group (SSG) on 1 July 2010 comprising ST Electronics (Info-Software Systems), ST Electronics (Training & Simulation Systems) and ST Electronics (Enterprise 1). He was also President / General Manager of STEE-InfoSoft from 1997 to December 2013. Mr Chang served in the Defence Science Organisation/MINDEF (1978 to 1985) and Data General Singapore (1985 to 1987) before joining Singapore Technologies.He held various senior management positions in the then Singapore Computer Systems Ltd (SCS) from 1987 to 1996.Mr. Chang graduated from the then University of Singapore with a Bachelor of Electrical Engineering (First Class Honours) in 1978.He completed his Masters in Engineering and a Diploma in Business Administration in the National University of Singapore in 1982 and 1984 respectively and attended the Stanford-NUS Executive Program.Mr Chang is a Senior Member of Institution of Engineers (Singapore) and a Fellow of Singapore Computer Society.

Mr. Lam Kwok Chong

Mr Lam Kwok Chong was appointed Advisor to ZWEEC in 2017. He was appointed as an Independent Director of CSE Global Limited on 6 May 2010 and was last re-elected as Director of CSE Global Ltd on 20 April 2016. Mr Lam currently provides management services to businesses based in Singapore and the surrounding regions. He was the Managing Director of Keppel Telecommunications and Transportation Limited between 2004 and 2009. Mr Lam had earlier held various senior management positions within the Keppel Group, including General Manager of Special Projects in Keppel Corporation, Managing Director of Keppel Securities Pte Limited and Chief Financial Officer of Keppel Insurance Pte Limited. Mr Lam graduated from the University of Singapore with a Bachelor of Business Administration.

Prof. Hou ZuJun

Prof. Hou Zujun is currently a full professor with Suzhou Institute of Biomedical Engineering and Technology, Chinese Academy of Sciences, with research interest in medical imaging analytics, functional imaging, functional radiomics, computer vision and pattern recognition. He has been a scientist with A*STAR Singapore Bioimaging Consortium and Institute for Infocomm Research, a research associate with Nanyang Technological University. He founded a Medtech company, bringing the technology from National Cancer Center Singapore and A*STAR to regulatory-certified product and being deployed in clinical institutions. He was a co-founder of ZWEEC, and was instrumental in the deployment of company’s product in the China Nan Shui Bei Diao program.  He received his PhD degree from National University of Singapore.

Mr Jeremy Heng is the Director of ZWEEC. He helps to build partnerships with industry and other researchers. Mr Heng’s experience with start-ups and innovation and familiarity with the Singapore technology industry and management skills will complement towards building a knowledge-based economy. Mr Heng holds a MBA (Banking and Finance) from Nanyang Technological University and a Bachelor of Engineering from National University of Singapore.

Mr Yeo Chai Meng drives ZWEEC’s operational development and growth as its Deputy CEO. He has spearheaded projects over the last 20 years in the semiconductor, electro-optics and aerospace industries and has been involved in several engineering company start-ups. Mr Yeo holds a Master of Science (Material Science) and a Bachelor of Engineering from Nanyang Technological University, Singapore.

Dr. Lei Lei drives the ZWEEC’s technology development as its CTO. He received his Ph.D. from University of Pierre & Marie Curie (Paris IV) in Paris in 2010. Dr. Lei has worked in several famous international research institutions such as Ecole Normale superieur (ENS Paris), HongKong Polytechnic University and Nanyang Technological University. His research projects include microfluidics, biochips, sensors, water monitoring systems. Dr. Lei has published dozens of international papers in related fields and is the inventor of many international patent applications. He was the CTO of Water Optics Technology Pte. Ltd. and was responsible for developing innovative technologies and products for water microbial monitoring.

Mr Edward Tan was appointed as Chairman of our China Subsidiary in December 2018.Mr Tan has more than 20 years of experiences in M&A, business development and consulting. He started his career as a Company Secretary where he was in charge of various SGX and HKEX Listed Companies, China State owned Enterprises and MNCs. In 2012, he joined an HK based Investment firm as Director and was responsible for the M&A and Fund raising. Mainly on Energy, Automobile and Technologies Companies in China and Indonesia. He is an Associate member of Institute of Chartered Secretary and Administrator and he holds of Advance diploma in Commerce from the Tunku Abdul Rahman Colleague Malaysia.

Dr. Liu Haobing received his Ph.D. from Nanyang Technological University in Singapore in 2007 and holds a master’s degree from Huazhong University of Science and Technology. Dr. Liu has worked in teaching and research institutions such as Hubei Automotive Industry Institute, the National Cancer Center of Singapore, Nanyang Technological University, and has been responsible for technology in several companies. His research projects include automation equipment, CAD software systems, micro-electromechanical systems (MEMS), microfluidics and biochips, sensors, membranes, water treatment technologies, eco-environment monitoring equipment and systems. Dr. Liu has published dozens of international papers in related fields and is the inventor of many international patent applications. He was the co-founder and CTO of Wisewater Pte Ltd Singapore and was responsible for developing innovative technologies and products for water treatment. Dr. Liu is currently CEO of ZWEEC Environmental Technologies (China) Co., Ltd. He has served as Director of the China-Singapore Joint Venture, Hubei Zhongxin Aquatic Ecological Technology Co., Ltd., and was appointed as a permanent expert of the Yangtze River Water Ecological Protection Research Institute in Hubei Province, China.
